Chhattisgarh is developing a 200-acre Medicity and a 141-acre Pharma Park in Naya Raipur to strengthen healthcare services, pharmaceutical manufacturing, medical education, research, investment and employment in the state.

The two projects are planned as an integrated healthcare ecosystem combining pharmaceutical manufacturing, hospitals, medical education, research and healthcare services.

In December 2024, the state government proposed a 200-acre Medicity in Sector 37 of Naya Raipur. The project includes multi-speciality hospitals, medical colleges, diagnostic centres, hostels, dharamshalas, hotels and other facilities. It is also aimed at strengthening super-speciality treatment, medical education and research, with potential to support medical tourism. Chief Minister Vishnu Deo Sai recently announced the development of a 5,000-bed Medicity across nearly 100 acres in Naya Raipur.

The 141-acre Pharma Park is being developed in Sector 22, Gram Tuta, Naya Raipur, with plug-and-play facilities for pharmaceutical manufacturing, common utilities and logistics support. Infrastructure development is underway and is expected to be completed by December, with expenditure estimated at around Rs. 100 crore.

Ten companies have shown interest in establishing units at the Pharma Park for medicines, ventilators and other medical devices. In the first phase, 24 developed plots will be allotted, with production expected to begin within the next two years.

Under Chhattisgarh's Industrial Development Policy 2024-30, the state has received pharma investment proposals worth INR 992.53 crore over the past 18 months. Seven plots in the Pharma Park have been allotted, while four projects valued at around INR 216 crore are at various stages of implementation.

Chief Minister Vishnu Deo Sai has said the state is developing pharmaceuticals alongside its traditional industrial strengths as a pillar of development. The government is focusing on healthcare services, employment, new technologies and investment.

Pharmaceuticals and medical devices have been identified as priority sectors under the Industrial Policy 2024-30. The policy provides incentives for investment, research and development, clinical trials and technological innovation, including investment subsidy, interest subsidy, net SGST reimbursement, 100 percent stamp duty exemption, employment assistance and EPF reimbursement. It also provides incentives for patents, technology purchase and quality certification.

According to the official investment portal, Chhattisgarh has more than 1,500 varieties of medicinal plants and herbs, creating opportunities for Ayush, herbal pharmaceuticals and natural products. The state's pharma policy also includes provisions related to job creation, training and technological innovation.

The Medicity and Pharma Park are expected to create opportunities across nursing, paramedical services, diagnostics, medical technology, hospital management, healthcare IT and technical services.

Medical education infrastructure in the state has also expanded, with 15 government and private colleges currently operating and five new institutions under development. AIIMS Raipur and other hospitals are expected to further support medical research and education.

In Bilaspur, a new 800-bed medical college and hospital is being developed at Koni at an estimated cost of around INR. 1,400 crore. The project includes 250 MBBS seats, with plans for postgraduate and super-speciality courses. It will also include hostel facilities for nearly 1,700 students, residential facilities for doctors and staff, an auditorium, a sports complex and facilities for patients' attendants.
