FM Sitharaman Unveils Transformative Healthcare Measures in Interim Budget 2024

Finance Minister Nirmala Sitharaman announced a series of groundbreaking healthcare initiatives in the Interim Union Budget 2024. 

The minister highlighted the imminent launch of the U-Win app by the Ministry of Health and Family Welfare, aiming to revolutionize immunization management across the nation. This tech-driven approach seeks to enhance accessibility and efficiency in healthcare services.

Sitharaman declared the extension of health cover under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana to include Accredited Social Health Activist (ASHA) Workers and Anganwadi workers and helpers. This expansion is expected to provide a broader safety net for frontline health workers.

The Finance Minister talked about the proactive approach by the government for cervical cancer prevention. The government plans to encourage the vaccination of girls aged 9-14 against cervical cancer, a crucial step towards preventing this disease in a vulnerable age group.

To address structural deficiencies in the healthcare system, the budget outlines plans to set up additional medical colleges by leveraging existing hospital infrastructure under various departments. A dedicated committee will be established to examine pertinent issues and offer recommendations, aiming to strengthen medical education and healthcare delivery.

In a move towards comprehensive and synergized maternal and child healthcare, all schemes in this domain will be brought under a unified program. This strategic consolidation is expected to streamline implementation and improve overall outcomes in maternal and child health.

The budget also expedites the upgradation of Anganwadi centers under ‘Saksham Anganwadi’ and Poshan 2.0, with a focus on enhancing nutrition delivery, early childhood care, and development. The newly designed ‘U-Win’ platform for managing immunizations and the intensification of Mission Indradhanush will be rapidly rolled out nationwide, reflecting the government's commitment to robust public health infrastructure.

During the budget presentation, Sitharaman reiterated the mission to eliminate sickle cell anemia by 2047, involving the screening of seven crore people. 

Karthik Kondepudi, Partner - Herbochem (Healthcare), lauded the budget's transformative initiatives, stating, “As we navigate this era of change and progress, let us seize the opportunities presented by this budget to drive innovation, promote sustainability, and contribute to the overall well-being of our nation." 

He emphasized the budget's commendable establishment of a one-lakh crore corpus with a fifty-year interest-free loan, catalyzing long-term research and innovation. Kondepudi also acknowledged the commitment to green growth and the focus on bio-manufacturing and bio-foundry, anticipating promising implications for the pharmaceutical and nutraceutical industry's exploration of eco-friendly practices. "This forward-looking initiative supports the development of environmentally friendly alternatives such as biodegradable polymers, bioplastics, bio-pharmaceuticals, and bio-Agri-inputs. This not only aligns with global sustainability goals but also signifies a shift towards regenerative manufacturing practices," he added.

The minister also unveiled plans to make facilities in select ICMR Labs available for research by both public and private medical college faculty, as well as the private sector, fostering collaboration and innovation in medical research.

To successfully work on these plans the budgetary allocation for the Production Linked Incentive (PLI) schemes for the pharmaceutical space has experienced a notable increase, rising from INR 1,696 crore in the 2023-24 period to INR 2,143 crore in the 2024-25 Budget.
