HP Government Seeks API Investment as Bulk Drug Park Enters Tender Phase

A high-level delegation from the Himachal Pradesh government, led by R.D. Nazeem, Additional Chief Secretary (Industries), is on a strategic mission to Mumbai to engage key pharmaceutical stakeholders and investors for the state’s flagship Himachal Pradesh Bulk Drug Park Infrastructure Ltd. (HPBDPIL) project in Una district.

With tenders already floated for key infrastructure components, the state is inviting pharmaceutical companies—particularly those involved in active pharmaceutical ingredients (APIs) and key starting materials (KSMs)—to express interest. Plot allotments, coupled with attractive incentive packages, are expected to commence shortly.

The initiative has received backing from the Pharmaceuticals Export Promotion Council of India (Pharmexcil), with Director General Raja Bhanu encouraging exporters in the Mumbai region to participate and explore the project’s potential. He highlighted that the engagement would offer valuable insights and crucial networking opportunities with policymakers and industry leaders.

Spanning 1,405 acres, the Una-based Bulk Drug Park is designed to be a national centrepiece for pharmaceutical manufacturing. The park aims to reduce India’s reliance on API/KSM imports—currently valued at Rs. 38,000 to Rs. 40,000 crore annually—by developing a robust local supply ecosystem. The total project cost is estimated at Rs. 2,071 crore, with a revised completion target of March 2026.

The park will feature cutting-edge infrastructure, including a Zero Liquid Discharge (ZLD) Common Effluent Treatment Plant (CETP), solid waste management systems, a central steam generation and distribution network, solvent recovery units, and a Centre of Excellence to promote research and innovation. These shared facilities are expected to significantly reduce both capital and operational costs for resident companies.

To support the innovation mandate, the Himachal Pradesh government is partnering with the National Institute of Pharmaceutical Education and Research (NIPER), Mohali, to help develop the Centre of Excellence. An MoU for this collaboration has received in-principle approval. The project is being closely monitored by a high-powered state committee to ensure timely execution.
