Over INR 4,894 Crore Allocated for Bio-Incubators Since 2012: Govt

Over the past 13 years (2012–2025), a total of INR 48,942.37 lakh has been allocated for the operation, development, and management of bio-incubators in India.

This was stated by Dr. Jitendra Singh, Union Minister of State (Independent Charge) for Science and Technology and Earth Sciences in a written reply in the Lok Sabha.

Dr. Singh informed that the Department of Biotechnology, under the Ministry of Science and Technology, has supported the establishment of 94 biotechnology incubation and pre-incubation centres across 25 States and Union Territories through the Biotechnology Industry Research Assistance Council (BIRAC), a not-for-profit Section 8 Public Sector Enterprise.

These centres have been set up under BioNEST (Bioincubators Nurturing Entrepreneurship for Scaling Technologies) and E-YUVA (Encouraging Youth for Undertaking Innovative Research Activities) schemes.

In addition, the Department of Science and Technology (DST), which also focuses on biotechnology and allied sectors, has supported five incubators.

Tamil Nadu, Karnataka, and Telangana lead in terms of the number of biotechnology incubators, with 13, 11, and 9 centres respectively.

To promote the development of new bio-incubators, BIRAC issues a national call for proposals annually. Each year, approximately INR 20–30 crore is earmarked to support the establishment of 10–15 new incubators.
